Ingredients
  

For the Halloween sloppy joe filling

  • 1 tablespoon olive oil
  • 1 pound lean ground beef 85% to 90% lean
  • ½ medium yellow onion finely diced
  • 2 garlic cloves minced
  • ½ cup ketchup
  • ½ cup tomato sauce
  • 1 tablespoon tomato paste
  • 1 tablespoon Worcestershire sauce
  • 2 tablespoons brown sugar
  • 1 tablespoon apple cider vinegar
  • 1 teaspoon yellow mustard
  • 1 teaspoon chili powder
  • ½ teaspoon smoked paprika
  • ½ teaspoon salt
  • ¼ teaspoon ground black pepper

For the jack-o’-lantern peppers

  • 6 medium orange bell peppers
  • 1 cup shredded cheddar cheese Colby Jack, Monterey Jack, or mozzarella
  • Cooking spray or olive oil for the baking dish

Optional toppings

  • Chopped green onions
  • Sliced black olives
  • Sour cream
  • Jalapeño slices
  • Crushed tortilla chips
  • Chopped parsley

Instructions
 

  • Preheat the oven to 190°C / 375°F. Lightly grease a 23 x 33 cm / 9 x 13-inch baking dish with cooking spray or olive oil.
  • Heat the olive oil in a large skillet over medium-high heat. Add the ground beef and cook, breaking it apart, until browned and fully cooked. Drain excess fat if needed.
  • Add the diced onion and cook for 3 to 4 minutes, until softened. Add the garlic and cook for 30 seconds.
  • Stir in the ketchup, tomato sauce, tomato paste, Worcestershire sauce, brown sugar, apple cider vinegar, mustard, chili powder, smoked paprika, salt, and black pepper.
  • Reduce the heat to low. Simmer for 5 to 7 minutes, stirring occasionally, until the sloppy joe mixture is thick and saucy. Remove from the heat.
  • Cut the tops off the orange bell peppers and remove the seeds and white membranes. Carefully cut triangle eyes and a mouth into the front of each pepper to create jack-o’-lantern faces.
  • Arrange the peppers upright in the prepared baking dish. Trim a very thin slice from the bottom if needed to help a pepper stand upright.
  • Spoon the sloppy joe filling evenly into the peppers. Top each pepper with shredded cheese.
  • Cover the dish loosely with foil and bake for 18 to 22 minutes, until the peppers are tender and the cheese has melted. Remove the foil for the final 5 minutes if desired.
  • Let the peppers rest for 5 minutes. Add optional toppings and serve warm.

Notes

  • Ground turkey option: Use ground turkey instead of beef, and add an extra teaspoon of olive oil if the meat is very lean.
  • Vegetarian option: Replace ground beef with plant-based crumbles, cooked lentils, black beans, or finely chopped mushrooms.
  • Mild version: Omit the chili powder or use only ½ teaspoon. Serve hot sauce separately.
  • Softer peppers: Add 2 to 3 tablespoons water to the baking dish and keep it covered while baking.
  • Mini party version: Use mini bell peppers and bake for approximately 12 to 15 minutes.
  • Make ahead: Prepare the filling up to one day ahead. Refrigerate it promptly, then reheat before stuffing the peppers.
  • Food safety: Cook ground beef to 71°C / 160°F, and cook ground turkey or chicken to 74°C / 165°F.
